General Summary:
Under the general direction of the Chief Program Officer, the Shelter and Housing Manager is responsible for the daily management and quality assurance for all shelter and related housing services. The Shelter and Housing Manager works closely with the Chief Program Officer on shelter and related housing program structure and policies. In addition, the Shelter and Housing Manager works with the rest of the clinical team to implement strategies so that clients successfully transition into and out of shelter programs. Finally, they must solve problems creatively and maintain consistently positive relationships with external partners, especially volunteers.
Overview:
The Shelter and Housing Manager is responsible for developing and managing the shelter program. This position recruits, trains, and supervises volunteer leadership for shelter sites, recruits shelter locations, and uses data to evaluate the shelter program. The Shelter and Housing Manager must plan and implement strategies for program stability and growth and have a positive and supportive attitude toward the agency and its overall success. Additionally, the Shelter and Housing Manager trains and supervises the onsite overnight shelter staff. This position’s typical schedule is Monday to Friday, 12 to 8 PM. Occasional overnights will be required to train and provide supervision to overnight staff.

Essential Requirements:
- Bachelor’s degree in volunteer management, non-profit administration, or a complimentary field a plus.
- Expertise managing volunteer leaders.
- Schedule and supervise overnight staff
- Ability to thrive in a multicultural community-based organization.

Essential Functions:
ADMINISTRATIVE FUNCTIONS | 50%
- Process all paperwork and billing needed to administer all shelter programs options.
- Analyze shelter program policies and procedures and collaborate with Chief Program Officer on updates.
- Using feedback from all shelter stakeholders, liaise between all stakeholders to help solve policy and client behavior challenges.
- Liaison between police departments and JOURNEYS to ensure proper usage of shelter by police personnel.
- Liaison between faith-based locations and their leaders and JOURNEYS to ensure PADS sites run smoothly and volunteer recruitment is optimal.
- Attend daily clinical team meetings and monthly staff meetings.
- Administer the laundry program for all shelter programs.
- Create outcome reports and statistics for agency use.
- Recruit and support new PADS sites for partial or full year shelter.
- Other duties as assigned.
STAFF MANAGEMENT | 20%
- Be an active part of the hiring process of overnight monitors.
- Schedule and supervision of all overnight staff.
- Ensure overnight staff is adhering to all policies and procedures.
- Receiving training in iSolved to provide answers and support to overnight staff.
- Coordinate with HOPE Center Manager to ensure clients are met with in a timely manner.
- Other duties as assigned.
VOLUNTEER MANAGEMENT | 20%
- Liaison between PADS Site Directors and JOURNEYS.
- Attend trainings to ensure best practices are followed.
- Chair Site Director meetings.
- Liaison between PADS volunteers and JOURNEYS as needed.
- Perform visits to shelter sites as instructed by the Chief Program Officer.
- Other duties as assigned.
NETWORKING | 10%
- Attend Ministerial Association meetings within the JOURNEYS service area.
- Attend shelter ministry meetings at PADS sites.
- Establish and enhance relationships with faith-based communities that are and could be PADS sites, and that feed into PADS sites.
- Other duties as assigned.
